Where we build in Naples

Naples is not one market. A lot in Golden Gate Estates, a canal lot in East Naples and a homesite in an established North Naples community follow different rules, need different site work and are permitted by different offices. These are the areas where we build most, and what each one asks of the home.

Golden Gate Estates

Large lots, often an acre or more, in Collier County's Estates zoning. The Land Development Code sets the setbacks at 75 feet from the front, 30 feet from each side and 75 feet from the rear, and many lots have no public water or sewer. Clearing, fill, a well and a septic system are planned with the house, before the first drawing.

East Naples and Bayshore

Close to downtown and the water, with canal and inland lots side by side. The flood zone sets the height of the finished floor, and two lots on the same street can need different amounts of fill. Permits go through Collier County, not the City of Naples. Several of our plans were sized for these lots.

North Naples and Naples Park

Established streets with county water and sewer, where the question is usually the lot itself: its width, the setbacks and how much of it the home can use. Naples Park sits in unincorporated Collier County, so the permit is reviewed by the county, and an existing home on the lot changes the first steps.

Pelican Bay and the gated communities

Inside a planned community, the lot comes with the community's own review: the plan, the exterior, the roof and the setbacks are approved before the county sees them. We read the community documents before you buy, because a lot inside a gate does not mean you can build anything on it.

Building in Naples

What is different about building in Naples

Two lots a few miles apart can follow different rules. These are the four things we settle before the first drawing.

Who issues your permit depends on the address

Inside the city limits, the City of Naples Building Department reviews the plans. East Naples, North Naples, Naples Park and Golden Gate Estates are permitted by Collier County Growth Management. The forms, the fees and the reviewers differ, and a Naples mailing address does not tell you which one applies. We check the parcel before we quote a schedule.

The flood zone sets the height of the first floor

Most of coastal Naples sits in a mapped flood zone. The Florida Building Code requires the lowest floor to sit at least one foot above the base flood elevation, and the zone is read for the exact parcel on Collier County’s flood map. That elevation decides the fill, the grading and the drainage, and it is designed before the plan is placed on the lot. Our guide to designing for the Southwest Florida climate covers the rest.

Getting the lot ready can cost more than the finishes

Clearing, fill, drainage and the utility connections all come before the foundation. In Golden Gate Estates that usually includes a well and a septic system, planned at $20,000 to $40,000 or more. A $30,000 lot can need more site work than a $300,000 one that already has utilities, elevation and access in place. Our guide to building on your own lot lists the fourteen checks we make before you buy.

Setbacks and community rules decide what fits

In the Estates zoning that covers most of Golden Gate Estates, the setbacks are 75 feet in front, 30 feet on each side and 75 feet at the rear, so a wide lot can still have a narrow building area. Inside a gated community, an architectural review board approves the plan, the exterior and the roof before the county does. Both are read before the plan is chosen, not after.

Before You Buy

What buyers from out of state do not expect

The cost of preparing the land. Buyers arrive focused on the house and underestimate how much site preparation, fill, drainage, utility connections and permitting add to the total. In Naples, that line can move the budget more than the finishes do, and it changes from one lot to the next, even on the same street.

Time & Costs

What a custom home in Naples costs, and how long it takes

Every Naples home is priced from the plan and the lot, so we do not publish a price per square foot. These are the lines that move a Naples budget, with the figures we can stand behind, and the full list is in our guide to planning a custom home budget.

What you plan for In Naples
Land, inland and Golden Gate Estates $100,000 to $300,000; larger parcels $300,000 to $500,000 and up; coastal lots in the millions
Collier County impact fees, home under 4,000 sq ft $34,052 in 2026, rising to $35,848 for permits submitted from December 1, 2026, plus the fire district fee; the City of Naples sets some fees of its own
Well and septic, where there is no county water and sewer $20,000 to $40,000 or more
Permit review, complete application 4 to 6 weeks
Construction, from the permit 6 to 8 months
First meeting to move-in 9 to 12 months

On time, plan on 9 to 12 months from the first meeting to the keys. Design, engineering, selections and the permit take about 3 to 4 months, and construction runs 6 to 8 months once the permit is issued. Florida law gives the building department 30 business days to review a complete application; in Collier County we plan for 4 to 6 weeks, and correction cycles or a community review are what turn weeks into months. Our guide to how long it takes to build a custom home in Florida shows each phase and what delays it.
